A new political action committee (PAC) affiliated with the Congressional Black Caucus (CBC) launched on Tuesday, adding a powerful new player to the Democratic groups with plans to spend big in the 2024 election.

The Rolling Sea Action Fund, named for lyrics in the Black national anthem, is a “hybrid PAC” that will allow it to both raise money for candidates and have a separate account raising unlimited sums to spend on ads and other election spending. The group intends to spend upwards of $10 million on TV and digital advertisements, field organizing and other forms of engagement directed at Black voters in an effort to help Democrats retake the House of Representatives.

Niccara Campbell-Wallace, the CBC PAC’s former political director, will serve as the executive director of the new organization. The PAC is aligned, but not directly affiliated, with the all-Democratic CBC.

The Democratic Party needs to flip just five seats in next year’s congressional elections to take control of the House. Assuming Democrats hold a vacant seat in Rhode Island in a special election in November, the Rolling Sea Action Fund could be a major factor in helping the party reach their goal.
