Opponents of Issue 1 were winning with most of the votes tallied, and President Joe Biden released a statement praising the result. A proposal to codify abortion rights in the state constitution has already made the November ballot and needs only a simple majority to pass, making this a major win for Democrats and a blow to Republicans.
