FBI Director Christopher Wray warned Congress Tuesday that Hamas’ actions in the Middle East could inspire other terrorist attacks, including by violent extremists in the United States.

Speaking before the Senate Homeland Security Committee at a hearing focused on threats to America, Wray said that the FBI assesses that the actions of Hamas and its allies will serve as an inspiration the likes of which have not been seen since ISIS launched its so-called caliphate several years ago.

Wray noted that in just the past few weeks, multiple foreign terrorist organizations have called for attacks against Americans and the West. He cautioned, however, that there is no indication that Hamas itself intends to or has the capacity to conduct attacks in the U.S.

The FBI Director’s remarks come as the terrorism threat has been elevated throughout 2023. In response, the FBI has increased its efforts to combat terrorism, including by working with international partners to disrupt terrorist networks and by providing training and resources to state and local law enforcement.

The FBI is also working to identify and disrupt domestic terrorism threats, including those inspired by foreign terrorist organizations. Wray said that the FBI is committed to protecting the American people from all threats, and that the agency will continue to monitor the situation and take appropriate action to protect the public.
