A lucky ticket holder in California has won the estimated $1 billion Powerball jackpot, with the winning numbers being 7, 10, 11, 13 and 24, with a Powerball of 24. This is the third time in the game's history that the jackpot has passed the estimated $1 billion mark, and the second time in eight months that a $1 billion Powerball ticket was sold in the Los Angeles area. The ticket holder or holders will get to pick either an estimated lump sum payment of $516.8 million or an annuity.
