A Black truck driver was attacked by a police dog in Ohio after surrendering to officers following a high-speed chase, according to body-camera video obtained by multiple news outlets.

Jadarrius Rose, 23, was driving a semi-tractor trailer when a Motor Carrier Enforcement inspector with the Ohio State Highway Patrol attempted to stop him because the vehicle was missing a left rear mud flap. Rose refused to pull over and was chased for about 25 minutes before spiked bars placed across the highway brought the rig to a stop.

The incident was first reported by the Scioto Valley Guardian, which obtained footage of officers after they tried to stop the driver of a tractor-trailer in Ohio on the Fourth of July because of a missing mudflap. The body-camera video shows Rose walking toward officers with his hands up after he steps down from the truck.

According to an incident report, Rose was repeatedly ordered to exit the vehicle, and stop sticks were deployed twice before the vehicle came to a stop on U.S. Route 23. However, a police dog mauled Rose after he surrendered to authorities with his hands raised in the air following a “lengthy pursuit.”

The incident has sparked outrage among civil rights activists, who have called for an investigation into the use of excessive force by the police. The Ohio State Highway Patrol has launched an internal investigation into the incident.
