Federal authorities have arrested Felix Herrera Garcia in connection with a drug mill in the Bronx, New York City, where 13 kilos of fentanyl were found. Three other people have also been charged, including the owner of the Divino Niño day care center, where a 1-year-old boy died after being exposed to fentanyl.
