An 18-year-old Brooklyn man, Brian Dowling, has been arrested and charged with second-degree murder in connection with the fatal stabbing of public policy activist Ryan Carson. Neighbors of Dowling described him as "mentally paranoid," and police questioned him at the 81st Precinct before charging him with the crime.
